Amnesty International rileva che i gruppi armati non intendono conformarsi neanche ai più elementari standard del diritto umanitario e ribadisce che non può esservi alcuna valida giustificazione per il deliberato assassinio di civili, la cattura di ostaggi, la tortura e l’uccisione di prigionieri inermi. Nel Rapporto Amnesty International riconosce che "molti iracheni si oppongono alla presenza degli Usa e dei loro alleati e che questi ultimi hanno commesso a loro volta gravi violazioni, compresa l’uccisione di civili e l’uso della tortura nei confronti dei prigionieri". "Ma gli abusi commessi da una parte non possono giustificare quelli altrui" - precisa Amnesty International.
