East Timor has declared a state of emergency after attacks on the President and Prime Minister. The country only recently regained stability after a 2006 conflict between security forces consigned tens of thousands of people to refugee camps.

President Suharto of Indonesia, who died last month, was responsible for the invasion of East Timor in 1975, for its occupation for almost 25 years, for the murder of so many of its people and for the insecure and traumatised state it remains in despite its emergence as a free, new country six years ago.

Viime sunnuntaina pidettyjen Itä-Timorin parlamenttivaalien alustava tulos enteilee uutta hallituspohjaa. Aikaisempi valtapuolue Fretilin kärsi selkeän tappion, mutta vaalitappiostaan huolimatta Fretilin on yhä Itä-Timorin suurin puolue.

Itä-Timorin presidentiksi viime viikolla valittu Jose Ramos-Horta on kulkenut pitkän matkan itsenäisyysaktivistista presidentiksi. Hänellä on mahdollisuus nousta koko kansan presidentiksi 69 prosentin äänimäärällään.

Äänestysvilkkaus Itä-Timorin maanantaisissa presidentinvaaleissa oli niin suurta, että äänestyslipukkeet loppuivat paikoin kesken. Kenenkään ehdokkaan ei oleteta saavan yli puolia äänistä, joten uusi presidentti löytynee vasta toisella äänestyskierroksella.

Itä-Timorin presidentinvaalien kampanja käynnistyi viikonloppuna rauhallisissa merkeissä. Kahdeksasta ehdokkaasta kansainvälisesti tunnetuin on vuoden 1996 rauhannobelisti Jose Ramos-Horta. Vaalit pidetään huhtikuun alussa.

Väkivaltaisen vuoden kokenut Itä-Timor sai vaalikomission. YK:n väliaikaishallinnon aikana vuonna 2001 valitun parlamentin puhemies Fransisco Guterres sanoi vaalikomission jäsenten valatilaisuudessa komission tehtävänä olevan taata jokaiselle kansalaiselle yhtäläiset oikeudet vaaliprosessin aikana. Vuonna 2002 itsenäisyyden saavuttaneet itätimorilaiset valitsevat ensimmäistä kertaa maalleen presidentin ja parlamentin.

YK:n pääsihteeri Kofi Annan esittää kansainvälisten poliisivoimien sijoittamista Itä-Timorille, kirjoittaa australialainen Sydney Morning Herald -lehti verkkosivuillaan.
