More than 40,000 Maltese households, or 38 per cent, had a desktop computer in 2002 and 31.3 per cent had access to the Internet, a survey conducted by the National Statistics Office shows. But 58.8 per cent of respondents said they did not consider the Internet useful.

ICTs are helping governments become more transparent and accountable to citizens, UNESCO has said, citing a recently released joint study> conducted with the Commonwealth Network of Information Technology for Development. But the 15-nation study also found new technologies "posing a challenge to traditional decision-making structures", the UN agency added.
