The MDGs are essentially for the improvement in quality of life of the poor. Ensuring ownership of the goals would require the knowledge and information on the goals and localisation of the goals would enable individual countries and sub-national authorities to set targets that are local and achievable.

There is more than enough water in the world for domestic purposes, for agriculture and for industry.
