Povod prosvjeda bila je činjenica da Savjet za razvoj civilnog društva, izabran prije više od šest mjeseci, još uvijek nije konstituiran te da je nad njegovim članovima - predstavnicima udruga - izvršena protuzakonita sigurnosna provjera od strane Sigurnosno-obavještajne agencije. Udruge su od Vlade zatražile smjenu Jadranke Cigelj, predstojnice Ureda za udruge, kao ključne odgovorne osobe, a Vlada je nakon samo nekoliko sati tom zahtjevu udovoljila i smjenila Predstojnicu.
